Texas homeowners affected by severe weather in 2024 may have access to financial help through the Texas General Land Office (GLO). The GLO has opened two recovery programs for homeowners in 27 federally designated counties impacted by severe storms, straight-line winds, tornadoes, flooding, and Hurricane Beryl. For homeowners who paid for repairs out of pocket or are still dealing with damage, these programs may provide meaningful assistance. RCAT is encouraging roofing contractors, members, and industry partners to help spread the word. Learn More Two Programs Are Available The Texas GLO has dedicated disaster recovery funding to two homeowner programs. The Homeowner Assistance Program has $244.1 million available to help repair or reconstruct qualifying owner-occupied single-family homes. The Homeowner Reimbursement Program has $43.1 million available to reimburse eligible homeowners for certain out-of-pocket repair costs. Eligible reimbursement amounts range from: $3,000 to $75,000 for stick-built homes $3,000 to $50,000 for manufactured housing units Funding comes from the U.S. Department of Housing and Urban Development through the Community Development Block Grant Disaster Recovery program. Learn More Who May Qualify? The programs are available to eligible homeowners in 27 federally designated Texas counties affected by the 2024 disasters. Eligible counties: Anderson Bell Brazoria Caldwell Cooke Dallas Denton Fort Bend Galveston Guadalupe Hardin Hays Henderson Hockley Jasper Kaufman Liberty Matagorda Montgomery Newton Polk San Jacinto Smith Trinity Tyler Walker Wharton This includes damage connected to: Severe storms Straight-line winds Tornadoes Flooding Hurricane Beryl The property must be the homeowner’s primary residence. Homeowners can apply for only one of the two programs. They may choose either reimbursement or repair and reconstruction assistance based on their situation. Applications also require supporting documentation. Why Roofing Contractors Should Share This Roofing contractors often hear directly from homeowners who are still trying to recover from storm damage. Some may have paid for repairs themselves. Others may still be dealing with unfinished work, insurance gaps, or costs they were not prepared for. That puts roofing professionals in a unique position to help homeowners learn about resources they may not know exist. RCAT members can help by sharing the program with customers, past customers, neighbors, and local communities. A simple conversation or social media share could help connect an affected homeowner with money they may be eligible to receive. Applications Are First-Come, First-Served Applications for both programs are reviewed on a first-come, first-served basis. That means eligible homeowners should not wait to learn more or begin the application process. RCAT encourages contractors to share this information now so homeowners have the opportunity to review the affected counties, understand the requirements, and apply while funding is available. Help Us Spread the Word RCAT has always worked to support Texas homeowners and strengthen the roofing industry. This is another opportunity for our members to help the communities they serve. Please share this information with your customers and homeowners. Let’s raise awareness and help get recovery funds back into the hands of affected Texans.
